It's the always on display mode, which you can toggle it from the notification shade.

Just that it always displays the time and you don't have to press a button to look at the time. Just a little more convenient that it's always there and can see what kind of notifications you have. So there's no purpose in setting up a lockscreen! But, it's a cool feature though!

You can actually double tap the small icon (of whatever app is actively running) and it will open to that app. If you're in the car/ or wearing a watch, and have Bluetooth and trusted devices unlock enabled, you jump right to the app.
