It's part of the eye tracking features of the note 2. That's just showing you it's enabled.

It's Smart Stay, found under Settings/Display/Smart Stay
The "eye" has always been used. Before 4.1.2 it just popped up just before screen time out to see if you are looking at it. Now it's permanent and very annoying.
Yeah, I agree. I rather not have this icon either, especially if it's just always there on top of the screen.
That's weird. I don't see it unless I have smart stay selected!

Yes, you are correct. What I meant was that I prefer to not see the icon even if I have the boxes checked to activate.
