Moto e4, Android Ver 7.1.1 is not supported for the latest network upgrades and the carrier recommends replacing the phone. Can a newer Android version be installed? Or is there an OS for Moto e4 that works with today's network requirements? Sorry, I don't know what exact requirement is failing. The carrier, Consumer Celluar, is not forth coming.

Thank you for any help,
Garry

Welcome.

It may be that the phone does not support something that the carrier wishes to adopt, though I personally am sceptical of these things. It may be hardware rather than OS version.

Thats US carrier , im not sure when it will be mandatory

Sack them and replace them with sensible people. For a long time, until a few months ago, I used a carrier offering 3G as a maximum, during which I noticed not the smallest problem. They are now 4G, but there is no noticeable difference to me.
These are phones, for goodness’ sake - what do they think we’re doing with them that would require high-speed uploads and downloads of huge packages of data?

Gaming, streaming, sharing high-definition video files...

But, so far as I can see, the Moto E4 supports 4G, and VoLTE.

Even if the phone technically supports VoLTE, some carriers can be picky about which phones they allow. I think AT&T is notoriously selective.
