Data saver prevents apps from accessing network in the background (when you are on mobile network, and not on Wifi), and saves you precious mobile data and battery. Go to quick settings and toggle the data saver switch if you want to turn it off.
Maybe it's because you still have Data Saver on? Try turning off Data Saver and rebooting and see if it's still effecting you front camera.
Either way as suggested it thinks the camera is being used by another application. Maybe start up in Safe Mode and see if it still gives the same error as well
