what to do when GSM GN always asks me to enter the country code?

for example, if I just dial 212-555-1212, it asks me for the country code. If I enter it as 1-212-555-1212
then the call goes through. If I don't enter the "1" then the call can only be connected after the 2nd dial
attempt.

I checked all the settings in my phone and even restarted it several times... no difference...

Any help appreciated!

What to do would be to remember to add that one extra number. It can't be that time consuming that the person receiving the call is going to get angry or upset with you for taking so long to call.
