Thats a user preference, You will get a 100 different answers. The best rom for you may not be the best for me. The best thing to do is search and read and find the one that will suit your style and demands.

I agree with benny3 regarding personal preferences. That said, I have had good luck with following ROMs:

Frozen Jelly Belly Odexed Rls1_2.13.651.1 build - theMikMik

These are not Jelly Bean ROMs, I have yet to try one of those.
