I am lucky enough to live in Vietnam. Retailers here often stock mobiles specific to other regions, I am currently using a Japanese branded Sony z3c, which sells for about 50% of local Sony stock. An ad from a local retailer caught my attention, HTC one m9, 99% new (given I imagine these scratch easily, I am guessing the 1% comes from opening the box), selling for less than $250 USD. The retailer is quite large, so I imagine they have relatively high stock levels, but I am curious how and where these phones came from...any theories?

It's possible that the retailer purchases from vendors who receive inventory from stores sending or selling open box units. As you mentioned, there may be nothing wrong with the devices; however, I would still due some research on the retailer and/or units to make sure everything is in good working order.
 
There seems to be a lot of new stock out there, I'm guessing. I just had my M8 replaced under warranty, and they sent me a brand new M9, in the box.....
