What's using my Data App ?

Is there an app (or some way) that will show what program on my S4 is using data?
For the last couple days, the "Orange-Down" and the "Green-Up" arrows have been light and my battery is dropping like a stone.
If I turn off data and wifi - my battery does not drain quickly.

On my phone it was some program called city ID (or something like that) which is a caller id program.

Go into settings>>>> connections>>>> data usage, once there scroll to the middle and you will see which app has been using the data the most. Go into the settings of that app and make the necessary changes.
