Whats wrong if it shuts down at 70%

I have a Hisense u962 my problem is that my phone shuts down at 70% and when I put it in the charger it says 0% I bought 2 new batteries and it's still doing the same thing

Try a Cache Partition wipe. If no go, remove your SD card. If still no go, boot into Safe Mode. If it persists in that mode, try a Factory Reset, which of course wipes everything not backed up. Welcome to Android Central! Does that phone have a user-removable battery, or did you have to open the phone up to replace the battery?
