Whats wrong with Virginia?

I have looked at countless 4G rollout plans and have yet to see a date for ANYWHERE in Virginia. I live in Richmond and I find it amusing that so many places are being activated before a state capital. Anyone aware of why this place is getting the shaft. Please don't tell me 4G is available in places like Alexandria because that is just overflow from DC. Richmond needs this now.......please.
