When I Click play stores it says

When I Click play stores I get a message: "Background Data disabled" Google Play Store needs "background data to be enabled" and it gives choice either to close the message or Learn More. When Learn More is clicked it shows step to enable background data and it also says you don't have to do any thing if you see "Restrict background data" is enabled.
I see"Restrict background data" is enabled in my android phone. Then the app closes. How do i open the play store to show the apps available. My OS: StarOS: V2.0, Android Version: 5.1

Go to settings - Data Usage and check if the background data is disabled in all these places:

- Overflow menu (three dots top right).
- Select Google Play Store.
- Select Google Play services.
