When I decline call it doesn't go to voice mail and tells people I am not in service

Is this a setting I can change somewhere? I want it to go to voice mail when I decline a call. Instead, it says, "the subscriber you have dialed is not in service".

When i decline a call it goes to my voice mail.
Perhaps your voice mail is not set up properly.
