When I take a dogs photo, and get white eyes, I try to fix and says face not detected. How can I fill them in?

when I take a dog photo, and get white eyes, I try to fix and says face not detected

white eyes from flash on dog faces. When I go to fix them them it always says ,face not detected, how can I fill them in.

Manually, with a picture editing app. Face recognition software looks for human faces.
