When I try to send a text I get a message: no usim card. Why?

When I try to send a text I get a message: no usim card

When I try to send a text or make a call, I get a message that says no usim card; and for a call, Emergency calls only. What does this mean? I turned my phone off for a while then back on and still got the same messages.
