When Lollipop OS supposed to arrive to nexus 4?

Unknown... source code is being pushed to the AOSP repo today... OTA's will be "in the coming weeks" but expect factory images a little sooner, maybe a week or two, or maybe later tonight or tomorrow, there is no official word to be honest.
 
I'm guessing late this month or sometime in December for OTAs. I doubt we'll see it before the Nexus 6 starts finding its way into consumer hands, and probably after the Nexus 5, too.
 
I think the factory images will be available within a week, because, according to rumors, it was supposed to arrive on November 3rd. Also the Nexus 9 factory image was posted today so that (I hope) should be a sign.
For the OTA update, maybe later this month or only December (obviously).

According to Android Police, the update will arrive on November 12th. No official word though.

I figured that the Nexus 4 was done receiving anymore updates from Google. It's been two years now.

I took that information as meaning the 4 isn't getting the update right now. More current devices getting the update first. 4 getting the update, but at the back of the line.

The Nexus 4 is going to receive the update. Google has already confirmed that it will. Everyone with a Nexus 4 wanting to update, keep an eye on this page for the OTA link to be posted: Update your Nexus to Lollipop using OTA packages | Android Central

You'll be able to side load it, or wait for it to be pushed to your device.
