When my Hisense F31 cell phone is in sleep mode, my whatsapp messages don't come through until I unlock my phone and open whatsapp? How do I change this to notify me when a new message comes in as soon as it does?
It doesn't only happen with whatsapp, it happens with any messaging app that I use.

First, don't post the same question twice (maybe a second time the second day, but not twice at the same minute).

Second, that's up to the apps. A messaging app should wake when a message for it comes in. (If you're using some 3rd party app to put your apps to sleep, exclude those that have to get messages when they come in.)
