When using Samsung smart switch do I need a SIM card in both phones ?

Nope, you don't even need a SIM on either (unless the phone blocks itself without one, but that's rare). Sometimes it's better to do that sans-SIM just in case any downloads would chew through your data and use WiFi instead.
