I know this thread is a bit old, but I've just had this issue and found the solution so hopefully even if this is old news it will save some people some frustration!
I had this issue recently. Whenever I downloaded an image from a Google search it showed up in the top swipe bar, but I had to open it then screenshot it as it didn't appear anywhere else. Something must have changed with a recent update as this wasn't happening before. This is how I eventually found the solution:
Go to SETTINGS > APPS > GOOGLE > PERMISSIONS then make sure STORAGE is checked/allowed. Now when I download an image it shows up in the DOWNLOADS folder in my GALLERY as well as being visible in MY FILES. Hope that helps!
