Where has my Long touch gone?

Long touch is long gone

My long touch is no longer working. No matter how long I touch the icons for all they do is open. I can not move or delete them from my home screen. I have a Samsung galaxy s4 and I am unable to find a setting for screen sensitivity to see if maybe that needs to be adjusted. I have spent 3 days trying to sort it out and now at the risk of sounding like a very uneducated user I am seeking help.

Did you try looking at :

Settings << accessibility << Touch and hold delay?

If that doesn't work try to wipe the davlik cache in order to make sure that this isn't an app problem

Unless you have rooted and installed a custom recovery, you will not be able to wipe dalvik cache.
Instead go to settings>all applications >TouchWiz and clear its cache. It may help.

I assume you have already pulled the battery out and then Rebooted?
