Unless I missed something, I don't think they said it'd be released 12:01am April 12th just that on April 12th it'll be released.
 
Facebook is in Menlo Park, CA. Maybe they will release it sometime during business hours today or on Zuck time.
 
Facebook Messenger just updated to support Chat Heads, even works without Home & I kind of like it to be honest.

It's like Ninja SMS but better as it starts in collapsed view being far less intrusive.
Plus, allowing Facebook to handle your SMS you don't need Ninja to get the heads...I dislike using Facebook for SMS but until Ninja fixes itself to start as collapsed I'll be using Facebook to SMS.

Okay, I have been using FB Home for about 10 minutes and my initial impression is eh... it's okay. I do like chatheads.
 
I find it WAY too much Facebook so couldn't use it as my primary Launcher much less as my "Lockscreen" (though appreciate the option to not have it as my Lockscreen).
Chat Heads are enough for me so VERY glad they don't require Home.
