I am equally confused. Do you normally have 'Motion' turned on? I've tested it both ways and can't reproduce your problem but I also don't have a Pixel 3, so I don't have the Top Shot feature so I can't check that combination.
I'm assuming that your OS is set to Deutsche for locale and language?

As an FYI... while in the camera app you can long press the viewfinder and it launches lens as well.

it's solved. I just received an update for the photo app and now it's there. maybe a bug in the German version!?
