Wrong. There is no such thing as a locked Nexus 4. They all come from Google unlocked. I originally ordered mine from T-Mobile and have used it with AT&T. It is unlocked as anyone else's.

A few months ago before T-Mobile got rid of the contract pricing, you could get the N4 for free with two year contract, cancel the account after paying the first month, pay the $200 cancelation fee and still get the phone (16GB) cheaper than what Google was charging. Now the best place is Google.
