Which folders to watch

Having ditched Picasa for Photos, I'm a little confused over monitoring folders. I am currently monitoring the Pictures folder on my C drive with all subfolders within it (which I assume are being uploaded) However there are a number of folders/albums that haven't been created on Photos that are in my Pictures folder in Windows. I also can't quite get my head round how Photos knows which pictures it has uploaded, and if - in some situations - it will be caught in a loop uploading constantly...

Does anyone have any similar experiences?
