Can samsung or the developer's of the secure folder app view your personal Content and is the data saved on there server or solely to your phone

Nothing is 100% secure

Just your phone. Even if you back-up your phone and transfer those data to a new phone, the files will not show on the Secure Folder of your new phone. So make sure if you have important files in there and need to switch phones, transfer those files to a regular folder so it can be transferred when moving data.
