Why all Google Play Services are not available for Puerto Rico users?

Google Play Services (Apps, Books, Movies, etc.) are available in the United States. But some at Google understand (maybe the servers filtering by ip) that Puerto Rico is not part of the United States. Google haven't given an answer.
