Why am I getting a cache error when flashing Nexus 7 to 4.3

I have a 2013 Wi-Fi model and I am trying to flash it back to 4.3.

I have tried two different methods. The first being manually downloading the factory images from the google developer page and flashing each individual image from the bootloader. The second option I have tried is using the Nexus Root Tool.

What happens is that after I flash the new images I get stuck on the google screen. When I go into recovery mode the following message appears on the screen:

E:failed to mount /cache (No such file or directory)
E:Can't mount /cache/recovery/log
E:Can't open /cache/recovery/log
E:failed to mount /cache (No such file or directory)
E:Can't mount /cache/recovery/last_log
E:Can't open /cache/recovery/last_log
E:failed to mount /cache (No such file or directory)
E:Can't mount /cache/recovery/last_install
E:Can't open /cache/recover/last_install
E:Can't open /dev/block/platform/msm_sdcc.1/by-name/misc
(No such file or directory)
E:failed to mount /cache (No such file or directory)

This happens with both options listed above. The weird thing is that after this fails I am able to flash back to 5.0.1 or 5.1 with no problems. It seems that I only get this error when going back to any 4.3 or 4.4 version.

Any help would be appreciated.
