why am i getting a Service not available(1000) error

When trying to update or download certain apps i get a Service not available(1000) error.
Why am i getting this and how do i fix it?
For example when i try to access my AllSharePlay it says i need to upgrade to the latest version to access. When i say yes it brings me to the
Play store and asks me if i want to upgrade to Samsung Link( AllSharePlay). When i hit upgrade it gives me the error.
