Why am I getting an error code starting with ***locked*** HTC Desire 610?

Getting an error code: starts with ***locked*** under it:
A3_UP PVT SHIP S-ON
HBoot-3.19.0.0000

There is more. AT&T is my carrier and they couldn't help me. Can anyone help?

Is there a Fastboot option? If so, select it.

I've tried the fastboot and it seems it just recylces going through the list of options
