Data issues with Nexus 4 after lollipop OTA update

I've just updated my nexus 4 to lollipop and i've noticed most of my apps don't seem to refresh when i'm on mobile data, such as instagram or chrome browser. I don't get any messages on whataspp and none of mine are delivered. I also, do not get any push notifications. However, some apps like gmail, play store seem to work just fine. Its only when I get on wifi do all my apps start working properly and I start getting push notifications. Is there a setting I'm missing out on?

Welcome to Android Central! Go to Settings>Data Usage, and make sure you're not restricting any background data. Also, go to Settings>Battery​, tap Menu, then Battery Saver, and make sure you don't have the Battery Saver turned on.
