Why am I having trouble connect to wifi?

Verizon HTC One M8 Wifi Issues Starting Last Week 4.4.4

My 5 month old HTC One M8 on Verizon has been having issues with my college's wifi, starting this past weekend. It shows that I am connected, at excellent signal strength, and am downloading and uploading information on the status bar, but every time I load a web page, within a couple of seconds to a minute, I can go no further.
Anything else I do just stops and doesn't load at all, even though it still says I am sending and receiving data under the WiFi icon. Even when I am not trying to use the internet, the WiFi icon still says I am downloading information constantly. I went to the IT department and they said to turn the phone on and off, toggle airplane mode off and on, and factory reset the phone. I did all of those and I am still having troubles.
I am not near home, so I couldn't test it on my home network, but I went to a couple local restaurants/gas stations around town and my WiFi works fine there, no stutter. Any suggestions on a possible solution would be great or what I would need to do.

Yes, I have tried my stock chrome which is updated and firefox as well, and I am having the issue with both. I forgot to mention that it is not just when browsing online. The WiFi issue I am having also continues with any app I use, such as for facebook I will be able to load somebody profile page up but once I click off on something else, it will stop downloading and I will have to restart my WiFi to try to continue.

University and workplace wi-fi networks seem to have issues like this more often than home networks, and I'm never sure why. Is there a proxy that you have to use to connect?

To be honest, I'm not sure if there is a proxy server for my college as I am not really sure what a proxy is exactly.
All we usually do when we register a new device is go to the browser, type in a webpage, and then we are redirected where we type in our college username and password and the device is registered and good to go. I talked to IT again and they said they will try to get back to me about the issue, but the IT at my school doesn't really know much about smartphones. I would go to my Verizon store with my phone, but it seems to be an issue with the college's internet, not with any other WiFi source that I have tried.

This is exactly what i was about to say was wrong. I doubt its actually an issue with your device.
If cellular and data are working well, and other WiFi sources are working fine, then it pretty much rules out your device and makes me think its somewhere down the pipe on the universities settings or set up of the network.
That doesnt completely rule out the M8 being the culprit, but the only way to be sure is to see if other people, android and iOS, are having similar issues.

I know at my home network, my M8 works great with google services, but my Note 3 sometimes has issues talking to google. Google Voice, Hangouts, and sometimes email and the play store all have connection issues.
Same WiFi, different devices yield different results.
TO make matters worse, i have the same set up as i do at work, TMO ASUS WiFi routers. The only difference is the ISP, home is TWC and work is Logix. At work my Note 3 works just fine. So that tells me its an ISP issue (in theory).
