Why am I unable to use the internet, even when my data is on or wi-fi my connection is on?

why am i unable to use internet even my data is on or wi-fi connection is on ?

whenever i on my mobile data or connect it to wi-fi, there is unnecessary download is going on and mobile is hanged, not a single function is working and mobile is restarting by it self only. what to do?
