Why app list is empty after rebooting

After upgrading my Mi A3 to Android 10, I find that after rebooting my app list is empty and all my open apps are closed.
Why???
This wasn't happening earlier
 
What do you mean by "app list"? Are you talking about the Overview/Recent Apps screen? Or your App Drawer?
 
I had Recents failure shortly before motherboard failure, though not on a Xiaomi.

To shut down the phone, all the open apps have to be closed down.
After the restart of the phone, there are no "recent" apps.

Or am I not understanding the question?

Actually, on my Pixel 3 XL, the Overview remains intact even after a restart. I haven't tried powering down completely and then powering back on, though.

I nean all the apps which were open get closed after rebooting. Normally the apps remain open even after rebooting

Maybe the update change this , I know my samsung phones use to clear apps upon restarting but now they don't . I believe it started with andriod 10. It could be different between manufacturer how they do this .
