Why are all input fields in Korean when everything else is in English?

This problem started a year ago with my S8. All of a sudden, maybe coincidentally while traveling internationally (but not to Korea) any input field is in Korean. Any CAPTCHA is in Korean so I never know what it wants. I can't enter info. Sometimes whole pages are in Korean. Always, on may Grab app map the streets are in Korean. The phone language setting is English. The browser setting is English (US).
The worst part, when I got my new phone (Note 9) the problem is still there! And worse, when I logged into YouTube on my android TV box...Korean!
I have asked so many people, nobody has come close to an answer.
