Why are all my downloads going to pending?

Android Central Question

Over the past week I have been unable to download various forms of files. Most commonly, any mp4 downloads will immediately switch to pending and "waiting for network." I have tried various methods to try and fix/circumnavigate this issue.

-Turning internet off and on
-Switching to data
-Restarting Chrome
-Clearing cache for Chrome
-Clearing cashe for Google Play
-Clearing cashe for Google Play Services
-Trying a different browser app (Opera)
-Trying a different browser app (Samsung Internet)
-Downloading through Yahoo
-Downloading through an app specially designed to download apps straight from YouTube
-Restarting my phone

All of these options have proved useless and all websites I have visited have simply stated to clear all cache. This is no longer a Google Chrome problem (found by the YouTube downloader app failing to download) and rather a problem with my phone itself. My internet and data are stable and I've only ever had these problems at the start of this week (8/12/19). Included below is what I have found will and will not download.

Will Download

-Images from Chrome and other apps
-Videos from messaging apps

Will Not Download

-Mp4 files from anywhere else in my system (excluding messaging apps)
-Links from chrome
-Mp3 files
 
Are you sure you are using Chrome and not the Google Search app?
If you are using the Google Search app (by mistake?), go to the app permissions and make sure "storage" is turned on.

Are you using wifi or cellular data? Check your app settings to see if download are restricted when on cell data.
 
Welcome to Android Central! Go to Settings>Apps, tap Menu>Show System, and select Download Manager. Clear that app's cache and data, and see if the problem persists.
