Why are commercials over riding my 8+ settings? How can I stop them?

Had sound off. Checked Volume and they were all off. Had phone set on Do Not Disturb and I still got a LOUD commercial. How are they doing that and how can I stop them?

My brother had something similar a while ago.
I uninstalled 2 recent apps he didn't remember about and that fixed the problem.
Check the most recent apps you've downloaded from around the time this issue begun.
