It sometimes does this at my work when I have really bad signal. I had it with the Note 9 a little and I get it with my Note 30 ultra also.
Bad or no signal is my issue then.

I had the same issue and whittled it down to people that were on Verizon. I was on AT&T. I went back to TMobile over it. Right before I did though, it cleared up. I don't know what that was, although AT&T tech support said it was a known issue with the Note 20 Ultra. Do you know if the people not able to send are on a specific carrier?
