Why can i not get my altec lansing lifejacket 3s and altec lansing the jacket h20 3 to pair together

I paired the lifejacket 3s to my galaxy s9 and pressed the + and - at the same time and it has a solid green light it's not flashing and then I turn on my the jacket h20 3 I do not pair it to my s9 I just press the + and - like I did the lifejacket 3s and all it does is blink the blue light they never pair together i do not get it I've tried several ways that i have found on google and still nothing
