Why can i not open files anymore?

Recently, I have been trying to download files and my phone has not let me open and go into them. For example, earlier today I tried to download a food menu from a website, it's said 'successfully downloaded file' but when I pressed onto it, it said 'can't open file'. I have looked for solutions e.g I saw someone say download 'RAF' I did that and still it didn't let me open anything. I downloaded 'File explorer' didn't let me open it. This has been happening for about 1 month maybe 2 and this has been on my Samsung core prime phone. What should I do to solve this problem?

Go to the App Manager, tap Menu, then Reset All App Preferences. Then try opening the file again -- does it give you a selection of apps to open it with?

If not, then do you have Google Drive and Google Docs installed? Those should be able to open any PDF file.
