Why can I not set a microSD card to private for adoptable storage, even through ADB?

I'm attempting to setup adoptable storage for a friend's Samsung Galaxy Tab E (SM-T560NU), and he has the correct version of Android for it (6.0.1). I've enabled dev mode, usb debugging, and connected the device to a PC with ADB.

I'm able to see the removable card both on the Android device and in my Windows file manager. Running ADB, I can list the target disk but the commands don't appear to have any effect:

After this, the microSD card is still listed as portable storage and not as internal storage. I've exhausted any other commands I can think of, would you have any recommendations?

As this is a lower end device it may not contain the code to support your commands

I have this same problem with a galaxy tab s (also upgraded to Marshmallow 6.0.1)
Any solutions or recommendations?

Samsung disabled adoptable storage on their MM builds. It's only available on the S7 line via jumping through hoops.
