Why can I send a picture but not a text to one of my contacts?

I got an error code 96 encoding problem on one text I tried to send. This only occurs on one of my contacts.

Also, picture messages are MMS and texts are typically SMS. One uses data and the other uses the cell signal.

How long has this been happening?

How many failures have you had?

Along with the other questions asked by other members.

If this is something that just happened to today it could be a tower or carrier issue, unless you're pre-paid or on a limited plan.
