Why can't I Add a credit card to my Samsung pay on Gear S3

When I try to add a credit card to Samsung pay it says to turn on screen lock on gear S3 even though the screen lock os on. I have done multiple factory resets and have been in contact with Samsung and no luck. Any Ideas?

It appears that you haven't turned on screen lock on your gear.

Screen lock is active on the gear. Anything I do I have to enter a passcode.

Add card to Samsung Pay on phone, remove app from gear, then reinstall app. worth a shot

Update I removed my phone from Developer mode and now I can add cards. works great.
