Why can't I click on the buttons nessacary in order to reinstall google play

So I'm trying to download an app that keeps stopping at 74% so I think it's lag so I look up ways to find out how to stop lag on a samsung galaxy s4. It doesn't work so I think it's google play itself and I try doing a bunch of things it's asking me and it involves me disabling a useless app. At one point, it tells me to uninstall updates so I go onto the applications manager and do so only to realize that I now have a factory version of it and I keep getting a pop up that precisely says, "Unfortunately, Google Play has stopped working." And it will also say another thing like www. Something with android in it has stopped working. So I panicked and looked up a YouTube video of a person doing what I did and then going onto google play, going to settings on the side and going to the bottom and clicking on that 5.5.12 thing that will download and install the latest version which should cure it. But when I do the same my phone won't carry out the command. So how can I get my phone to carry out the command?
 
Welcome to Android Central! If you uninstall Google Play Store updates, it should automatically update itself again, although sometimes it might not update immediately.

When this kind of thing happens, the first thing to try is to go to Settings>Apps>All, select Google Play Store, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager. Now try again.
