Why can't I download any apps on my Samsung Galaxy S4 i9505?

I can't download any apps on my Samsung Galaxy S4 i9505

I am trying to download apps to my phone which was given to me. But it comes up with an Error Code everytime which seems to change everytime.

(Error while retrieving information from server.[RPC:S-7:AEC-7 B4SI-HCOX-3SYIO])

Welcome.
Go into Settings, then Apps.
Find Google Play Services and then clear the cache and data.
Restart device and see if that helps.
