Question Can't download anything on my Galaxy tab 3

What are you trying to download? That's an extremely old device, so it most likely does not support the Play Store any more.
I'm trying to download and update Google chrome. I have tried to update the software but it doesn't seem to work maybe because I don't have a sim card in my tablet. But I am using my home internet

That's a very old tablet about 11 years you won't get any software or security updates , Google depending what Android version it's on will most likely drop app support also.

I finally got it to update Google Chrome but now it still won't load some of my apps all the way or some of the websites all the way
Is there a way to manually update the software without a computer? Right now I don't have a sim card in it either because I was gifted the tablet I have it hooked up to my home Internet and that is plan on using it most of the time

The problem is that on such an old device, the security protocols may be very out of date, with no way to get them up to current specs. So your ability to browse and access certain websites or apps will be limited.

Galaxy Tabs have unlockable bootloaders. Since you'll (potentially, if this doesn't work out or you brick it) need a new tablet anyway, you might as well try flashing a ROM to first.

It's can be a bit of an involved process if you've never done it before but couldnsave you some money and gain some knowledge in the process.

The one thing you need to look at when chosing one (if it's important to you) is what level Widevine is L1 if media is important to you. Some break Widevine and it refers to Widevine L3 which means you'll only get Standard Definition video.
