Why can't I download anything from Google Play?

Phone: Samsung J7 Sky Pro
Android Version: 6.0.1

When I try to download anything from the Google Play store I get error code: 491. I've tried several solutions that I found on the web but they didn't work.

Any help?

Welcome to Android Central! Does this happen on both wi-fi and mobile data? Try going to Settings>Apps, select Google Play Store, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager -- you probably have to tap Menu>Show System to see it. Now try again.

I have tried this numerous times and still can not down load and install certain apps.
My error code is 963

I have gone through the trouble shooting and that does not seem to help either.

This is a brand new tablet and I am struggling to get it set up.

Any suggestions?

Welcome to Android Central! Which tablet do you have? Does this happen on different wi-fi networks, or have you only tried your home network?
