why cant i flash?

for whatever reason i cant flash anything to the xoom.... i made sure everything is good, and i have all other commands from cmd but tells me cant load whatever i try to flash... anyone have any idea why?

Do you have ADB installed on your PC?
What Model and version is your Xoom? (Settings/ about tablet)
You are unlocked and rooted?
