Why Can't I Install Any Apps?

I can't install any apps on my Samsung Galaxy S4 mini. It gets to 47% and then just stops when trying to update and 97% when trying to install an app. It also cuts out the Wifi even though I can use the Wifi perfectly on my laptop. I have cleared all the cache data, data on the play store and still nothing. I have restarted my phone several times and even taken the battery out. What can I do apart from factory reset my phone?
