Why can't I lock items to my clipboard on my Android S10

[Android Central Question]

I used used to be able to select certain items from my clipboard and lock them into position so that I could not delete them. Since the Android update I can no longer do this! Anybody have any ideas?

On my S10+ I use the edge panel clipboard. Long pressing gives the option to delete or pin the item.
