cannot make outgoing calls

I cannot make any outgoing calls on my Samsung s4. I can receive calls just fine. I still have 3g network and can still send and receive text messages fine and surf the net.

I also noticed that under contacts there are no contacts to display in my Google account even though i know they are all saved under there. I cannot even manually enter a number to dial as when i press the call button nothing happens. I cannot save any numbers either whether that be in my device storage, sim card or goggle account.

I tried pulling out the battery and sim and restart but did not solve problem. I tried logging out of my Google account and back in but still no joy. I put my sim card in another phone and it can make outgoing calls so i know it not a network problem.

I called up my network from another phone but they can't solve problem. It's very strange that i cannot save any numbers and it says i have no contacts under any phone or sim storage.
Any suggestions please?

I don't know for sure if this will help, but I did a little searching on Google and found this answer. Several people said it solved their problem of not being able to make outgoing calls:

Go to Settings > Applications >Settings > Call > Additional Settings > Caller ID > make sure "Network default" is selected.

Seems worth a try! Let us know if it works.

Re: cannot make outgoing calls

Hi

Yes i tried this also before but still doesn't work im afraid. I tried again just now to be sure and still cannot make calls.

Also i have just discovered that i can only make out going calls by using Google voice search. It actually picks up the name i am telling it to call and it does actually connect the call. However this is only a temporary fix as i also nearly called someone in my contacts that i didn't want to!

Also i still have the issue of not being able to view or save any contacts at all! Very strange and very annoying that the main purpose of a phone is to call someone but i can't.

One of the other suggestions I came across suggested booting into Safe Mode and disabling 3rd party apps, then see if you are able to view your contacts. If you are able to view contacts after disabling them, then it's probably one of those 3rd party apps that's the culprit. Try re-enabling them one at a time, checking your contacts after each one.

Short of that, have you tried a factory reset?

Re: Haha

I recently bought a brand new Samsung S7, after having an I phone for years and I couldn't make outgoing calls, all numbers I called were 'busy'. It took me a few weeks to notice that I couldn't call anybody, that is how little I call -) Surfing the internet didn't get me any results until I happened to see this forum just now. I was getting ready to bring my phone to a repair shop, but since everything else worked fine, I could receive calls and internet whatsapp, all worked, I figured it HAD to be something in the software settings.
The below actions solved my problem. I am very happy. Thank you. My setting was on 'Hide Caller ID'. Not good.

Go to Settings > Applications >Settings > Call > Additional Settings > Caller ID > make sure "Network default" is selected.

My situation is similar so I will post my solution in case others find this who are searching the internet and trying each idea they come to: I put a new simm in my Galaxy J7 from AirvoiceWireless. I could call it, and send and receive texts. But I couldn't make outbound calls. Every once in a while, in the split second before it dialed, I saw a different number flash across the screen ( not long enough for me to write it down) and then the number I had dialed appeared. But a recorded voice always would say "call cannot be completed - please try again." I put the new AirvoiceWireless simm in my Moto G and it worked fine. I put the Moto's simm in the Samsung and I couldn't call out. So since I could see the problem stayed with the hardware, I called Samsung tech support. She was great. She walked me through clearing the system cache, then had me unhide system apps and clear the cache of 3 phone apps that appeared. No luck. Then she had me bring it up in safe mode.... voila, it worked. So she had me bring it back up in regular mode and it didn't work. She told me to uninstall whatever new third party apps had been installed but the only things installed in the last 4 months were system updates and a few little supporting things for the AirVoiceWireless simms and I didn't know how to uninstall any of those. So next she had me reset preferences on all apps. (settings -> apps -> 3 upper right dots -> Reset App Preferences) That did the trick. Whew! Now I can call out.
