Why can't I receive whatsapp notifications and calls when the app is closed?

I recently got a new phone and I can't receive any whatsapp notifications and calls when the app is closed. I only get them when I open the app.

Welcome to Android Central! Which phone? Any power-saving modes turned on? Also, make sure Battery Optimization is turned off for WhatsApp in the system settings.
